Accordingly, data on different SIM cards are stored in different databases, and data on different subscribers are also stored in different databases. When connecting a new subscriber, there is no particular difference. But when a subscriber already exists and is served in the network, then the data about him is contained in a certain HLR, and if you need to change the SIM card, then the new SIM card must also be assigned to the same HLR. So it turns out that different subscribers can be given different SIM cards: in this case, to activate a new SIM card, it is enough to change the value of a couple of fields in the database. In theory, of course, it is possible to transfer data to another HLR, but this is more difficult: operators prefer to bring different types of SIM cards to their offices. Well, and then the situation develops according to the usual laws of logistics: somewhere they brought in more, somewhere less, somewhere they dismantled some, somewhere else, and this is a kind of "deficit".

Sources told the site that all operators now have only 24,000 required SIM cards. The "Big Three" operators refute these data, but none of them began to specify the number of available NFC-SIM-cards.
