The government service for registration of radio-electronic means and high-frequency civilian devices (hereinafter referred to information technologies and mass communications (hereinafter referred to as the service).

Circle applicants

Applicants in the provision of public services are the owners of the RES and VCH, RES users (hereinafter - applicants), including legal entities, individual entrepreneurs, individuals who are not individual entrepreneurs, foreign citizens and stateless persons.

Description of the results of the provision of public services

The result of the provision of a state service for registration of the RES and WCH is:

Registration of RES and ICU by making information on registered RES and ICP to the register of registered RES and ICC (hereinafter referred to as Registry);

Direction of notification of refusal to register RES and ICC.

Provision of public services

In case of submission to registration in electronic form, the processing of the application and registration of the RES and ICU is carried out in automatic mode. At the same time, an extract from the registry or a motivated notification of refusal to register a RES and ICU is sent to the applicant in electronic form within a period of no more than one working day from the date of application.

In the case of submission to the registration of the RES and the WCF in a way other than the submission in electronic form, the territorial body of the service no later than 10 working days from the date of receipt of the application carries out the registration of RES and ICU by making information about registered RES and ICP in the registry and sends an extract from the applicant from Registry or directs a motivated notification of refusal to register RES and ICU.

Registration of RES and VEC is carried out by making an entry into the registry on the basis of the applicant's statement.

To the statement of registration of RES and ICU attached:

information about the technical specifications and parameters of the radiation of the recorded RES and IC (RTF, 377.66 KB) ;

a copy of the contract of communication with the subscriber, the user (terminal) equipment of which works on the operator's communication network - the owner of the permission to use radio frequencies or radio frequency channels - in case the registration of the user (terminal) equipment is carried out on the basis of the permission to use radio frequencies or radio frequency channels, issued by the owner of the communication network;

a copy of the contract between the owner of radio-electronic means and the user of the radio electronic means - in case the joint use of the radio electronic agent is assumed;

the written consent of the owner of the subscriber Earth station of the satellite communications operating through the artificial satellites of the Earth on the VSAT technology (hereinafter - the VSAT satellite station) operating on the telecommunications telecommunications network, to submit an application for registration of this Satellite Communication station VSAT telecom operator;

copy of the contract of the operator with having permission to use radio frequencies or radio frequency channels by the owner of the Central Earth Station, the satellite communication network, and a copy of the contract operator's contract with the owner of the VSAT satellite service station operating on the communication operator's network - in case the station is registered Satellite communications VSAT operating in KU- and (or) Caaaon.

A comprehensive list of grounds for refusing to receive documents required for the provision of public services

The grounds for refusal to register the RES and ICC are:

non-compliance with the documents submitted to the requirements established by the legislation of the Russian Federation;

failure to submit documents required for the registration of RES and the ICC referred to in the RES and ICC Registration Regulations approved by the Decree of the Government of the Russian Federation of October 12, 2004 N 539 (RTF, 560.38 KB);

availability in documents submitted by the applicant, unreliable or distorted information;

the discrepancy attached to the statement of registration of the RES and the ISP of the information on the technical characteristics and parameters of the radiation of the RES and ICC, which is approved by the order of the Ministry of Communications and Mass Communications of the Russian Federation of January 13, 2015 N 2 (RTF, 377.66 Kb), requirements established in resolving the use of radio frequencies or radio frequency channels;

failure to comply with the applicant the condition established in permission to use radio frequencies or radio frequency channels, in terms of the limit period of registration of the RES and ICT.

The order, the size and grounds of charging the state duty or other fees charged for the provision of public services

The provision of state services for the registration of RES and ICU for applicants is carried out free of charge.

The composition of administrative procedures (actions)

The provision of state services for registration of the RES and ICU includes the following administrative procedures:

registration of RES and VCH and making a registry entry;

providing an extract from the registry;

correction of assumed typos and errors in issued as a result of the provision of state-owned documents.

The territorial authorities of the service authorities of these administrative procedures are carried out in both electronic form and in other forms stipulated by the legislation of the Russian Federation, on the applicant's choice.

The provision of the State Registration Service for the Registration of the RES and ICT and the fulfillment of these administrative procedures in multifunctional centers is not carried out.

The provision of a state service for registration of the RES and ICC is carried out according to the applicant submitted on paper or in the form electronic document, including through the site and a single portal.

The statement of the owner submitted in the form of an electronic document is signed by a strengthened qualified electronic signature.

The main source of information on the names, the technical characteristics and parameters of the radiation of the RES and the VEC is the information indicated by the plants - manufacturers of radio-electronic equipment.

Considering the above, asking the owners of the RES and ICP, in the documents submitted to register the RES and ICP (application and list of the technical characteristics and parameters of the RES radiation), indicate the name of the RES and ICM in strict accordance with the name or in accordance with the name assigned to this medium by the factory manufacturer.

I. General provisions

1.1. The Single Technical Directory of the RES and VEC (hereinafter referred to as the Radio Communication Regulation of the International Telecommunication Union (2008 Edition) and the Federal Service for Communication Supervision Service, information technologies and mass communications of 01.01.01 No. 13 "On the development of a single technical reference book radioelectronic Funds and high-frequency devices "(hereinafter - disposal).
