The state company "Space Communications" (RSCC, subordinate to the Ministry of Telecom and Mass Communications) summed up the results of the tender for the right to supply a heavy communications satellite "Express-AMU2". The winner was the European Astrium SAS, which offered a price of 4.8 billion rubles. The second place in the tender went to the Russian manufacturer - "ISS named after Reshetnev". The general director of Reshetnev, Nikolai Testoedov, told Izvestia that he intends to challenge the results of the competition with the FAS. Roscosmos believes that the foreign satellite RSCC should be put into orbit at its own expense, not budget.

The dispute over whether the Russian state-owned enterprise should support the domestic manufacturer flared up in the second half of January, with the start of the RSCC competition for the creation of the Express-AMU2 heavy communications satellite with an initial cost of 5.8 billion rubles. Astrium became his favorite, offering the most attractive conditions not only in terms of price, but also in terms of time: the Europeans pledged to build the device in 21 months.

In such a range of prices, the management of RSCC sees a market situation when the one who offers the best conditions should win. On the contrary, Roscosmos does not consider the situation to be a market one.

Our main competitor offered a non-market price, says a representative of Roscosmos, who wished to remain anonymous. - Astrium usually gives the highest prices in tenders. And here is the lowest, and the terms are record-breaking: 21 months for the manufacture of a satellite is unrealistic. Such prices and terms can be offered in two cases: either you know in advance that you won and are preparing, or if several months pass after the victory before the contract comes into force. If there is an agreement on the date of entry into force of the contract, then the tender can offer not 21, but 10 months. But at the same time, a year after the tender, the contract will enter into force.

Astrium considers the accusations of collusion with RSCC as untenable.

According to a representative of Roscosmos, on January 22, a delegation of this agency and the Reshetnev ISS went to the Ministry of Telecom and Mass Communications - the meeting with the participation of all interested parties was chaired by the Deputy Minister of Telecom and Mass Communications Dmitry Alkhazov.

There we brought our considerations, but did not meet with understanding, - says the source. - We were told that the broadcasting satellites of the Reshetnev ISS are unreliable, that we need to think not only about the support of the domestic manufacturer, but also about information security. In any case, we will continue to take all possible steps to protect the interests of the Russian manufacturer.

In November last year, the head of Roscosmos, Oleg Ostapenko, wrote a letter to Deputy Prime Minister Dmitry Rogozin, proposing to give Reshetnev the status of a "monopoly supplier of spacecraft for communication, broadcasting and relaying for civilian purposes." There has been no reaction to this proposal yet. Experts believe that it will be difficult to implement the idea in this form - the contradictions with the status of a WTO member, which Russia is, are too obvious.

Roscosmos believes that RSCC, in the event of purchasing a spacecraft from a foreign manufacturer, should independently ensure its launch into orbit, and not launch it with a rocket paid for from the budget.

In this configuration, the Astrium deal will no longer look so attractive for RSCC. In the prices of the 2013 Federal Space Program (FKP), the Proton-M launch vehicle costs 1.521 billion rubles, 447 million rubles - the upper stage Briz-M, 170 million rubles - the head fairing, 690 million - launch services, another 20 million rubles is the transportation of the rocket to the cosmodrome. The total launch will cost 2.84 billion rubles. Whereas now the RSCC devices are launched at the expense of the budget.

Ksenia Drozdova, deputy general director of RSCC, told Izvestia that she had heard about such an idea from Roscosmos, but she did not yet have an official status.

When Roskosmos expresses this idea in a reasoned and formal manner, then we will form a position and take some action. There is the Federal Space Program, which has a plan for the withdrawal of broadcasting satellites. This program is approved not by Roskosmos, but by the government, - said Drozdova.

RSCC declined to comment on the results of the tender for the creation of Express-AMU2.

The Ministry of Telecom and Mass Communications stressed that there is no talk of giving up Russian equipment.

The meeting on January 22 was devoted not to a specific tender, but to a general approach to the production of satellites in Russia, says the official representative of the ministry, Maria Vinnik. - We order communication satellites in Russia, we want to continue doing this, but it is important to determine the financial responsibility of each Roscosmos enterprise participating in the entire chain of satellite production and launch. We need confidence that the enterprise will be responsible in rubles for ensuring that the satellite is not only delivered on time and correctly entered into orbit, but also served its entire life - at least 15 years. We plan to switch to contracts when we accept the spacecraft in orbit and not at the factory. We want to pay for the satellite in stages, during the entire period of its guaranteed service. There is an experience when a device, instead of 15 years, works for five years and does not even have time to pay for itself.

The question of who will pay for the launch of a satellite from a foreign manufacturer is decided for RSCC by a government decree, says Ivan Moiseev, scientific director of the Institute of Space Policy. - It is logical that Roskosmos will demand from the state, if not direct, then at least indirect protection of domestic producers.

According to Nikolai Testoedov, Roscosmos today has every reason to raise the issue of launching a foreign satellite at the expense of the customer organization, and not at the expense of the budget.

Such documents as FKP are formed taking into account how the programs supported by it take into account the interests of Russia as a whole, - he notes. - After all, the country's interests are not limited to the task of building a satellite - it is important to take into account security issues and maintain a certain technological level.
